Benefit Program Associate I

First-level vocational position responsible for following set rules and procedures to routinely gather to make eligibility determinations and deliver direct services applicable to one of multiple eligibility areas and programs (e.g. food stamps, cash, medical assistance, workforce services, veteran’s loan eligibility etc.). At this level, employees apply guidelines to calculate benefits and, if determined eligible, issue one-time or ongoing assistance. Employees may also refer applicants to other agency or other public programs or community resources. At this level, employees perform work under general supervision. May be required to perform case management work.

Typically requires a High School Diploma or high school equivalency and 0-2 years of experience.

Benefit Program Associate II

Second-level vocational position accountable for following set rules and procedures to perform case management on assigned caseloads and are responsible for determining initial and ongoing eligibility and issuing or identifying benefits for assistance. Employees apply experience to complete reviews of case documents to ensure compliance with program eligibility for clients and collaborate with internal and external partners to ensure maximum benefits are obtained for clients. At this level, employees may advocate in a reconsideration process. May be required to perform case management work.

Typically requires a High School Diploma or high school equivalency and 2-4 years of experience.

Benefit Program Associate III

Third-level vocational position accountable for following set rules and procedures to perform case management on assigned caseloads and are responsible for determining initial and ongoing eligibility and issuing or identifying benefits for assistance. Employees at this level are responsible for more complex cases and process over-issuance and improper payment claims, including initiation of follow-up repayment plans and preparation for fair hearings. May be required to perform case management work.

Typically requires a High School Diploma or high school equivalency and 5+ years of experience.

Benefit Program Specialist I

First-level professional position considered an expert in a broad benefit area (e.g. Public Assistance Programs, Unemployment, veteran’s loan eligibility etc.) that evaluates the effectiveness of benefit and eligibility programs by auditing processes and reporting findings to the stakeholder. Employees may be the lead worker within a benefit area and assign and review the work of others. Employees at this level may assist in establishing public assistance programs in response to legislative mandate and recommend policy or policy revision to governing bodies. At this level, some employees may be responsible for overseeing and determining high value claims, benefits, and/or eligibility (e.g. estate management) through consideration of a wide range of legal, medical, occupational and other factors to develop cases based upon complicated facts. At this level, employees may advocate in an appeals process. May be required to perform case management work.

Typically requires a Bachelor’s Degree and 0-2 years of experience OR an Associate's Degree and 2-3 years of experience.

Benefit Program Specialist II

Second-level professional position in a more complex public assistance programs that evaluates the effectiveness of benefit and eligibility programs by auditing processes and reporting finding to the stakeholder. At this level, employees have demonstrated competence within their area of expertise and are resources for solving complex problems involving multiple programs or issues and coordination of benefits across multiple programs or reconciliation of benefits in programs involving both state and federal laws and regulations. At this level, employees may advocate in an appeals process. May be required to perform case management work.

Typically requires a Bachelor’s Degree and 1-3 years of experience. For the Division of Medicaid, an Associate's Degree and 3-5 years of experience.

Benefit Program Specialist III

Third-level seasoned professional position considered an expert in a more complex public assistance programs that evaluates the effectiveness of benefit and eligibility programs by auditing processes and reporting finding to the stakeholder. At this level, employees are lead workers within their area of expertise and are resources for solving complex problems involving multiple programs or issues and coordination of benefits across multiple programs or reconciliation of benefits in programs involving both state and federal laws and regulations. At this level, employees may advocate in an appeals process. May be required to perform case management work.

Typically requires a Bachelor’s Degree and 2-4 years of experience. For the Division of Medicaid, an Associate's Degree and 6+ years of experience.

Benefit Program Team Lead

First-level supervisory position with responsibilities for vocational and professional employees within a benefit unit and are responsible for the operational results and service delivery of those individuals. Employees at this level may also participate in the work of individual contributors within a benefit area and are accountable for resolving disputes or conflicts which are outside of the decision-making authority or responsibility of individual contributors. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 3-5 years of experience.

Benefit Program Supervisor

Second-level supervisory position with responsibilities for vocational and/or professional employees within a benefit unit and are responsible service delivery in more complex programs. Employees at this level may also participate in the work of individual contributors within a benefit area and are accountable for resolving disputes or conflicts which are outside of the decision-making authority or responsibility of individual contributors. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree, 4-6 years of experience, and 1-2 years of supervisory experience.

Senior-level Supervisory/Managerial position accountable for the planning, implementation, and management of a statewide benefits program. Supervision is delegated to subordinate supervisors/managers within a statewide program or supervision is provided to professional level staff within a smaller, technically complex program. Work at this level requires the ability to perform long-term strategic planning and develop related budgets; thorough knowledge of legislative scope and program related regulation and compliance issues and requirements; and the ability to build and maintain stakeholder relationships.

Typically requires a Bachelor’s Degree, 6+ years of experience, and 2-4 years of supervisory experience.
