Human Resources Analyst Assistant

Human resources vocational position accountable for supporting professional positions in areas such as employee classification, training and development, recruitment, and continuous improvement. Employees at this level may also be accountable for reviewing, processing and approving various electronic human resources actions in preparation for payroll processing. Ensures that data and records are kept in a manner which is user friendly and can be readily accessed and utilized and ensures work done is in compliance with relevant federal and state laws. Works on project teams both within designated program areas and other HR program areas toward the end of enhancing statewide HR programs.

Typically requires a High School Diploma or high school equivalency and 2-4 years of experience.

Human Resources Analyst I

First-level HR professional charged with having an understanding of how their designated program area is designed and administering that program. Provides advice to Agency HR staff and assists in the preparation of training for agency HR staff in designated program area. Conducts analysis of external practices in designated program area and gives results of analysis to Supervisor. Works on project teams both within designated program areas and other HR program areas toward the end of enhancing statewide HR programs.

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Human Resources Analyst II

Second-level professional accountable for conducting analysis in designated program area and investigating and resolving requests within designated program area of a more complex nature. Accountable for providing advice and training to Agency HR and non-HR staff in assigned agencies in designated program area. Conducts analysis of external practices in designated program area and prepares recommendations based on analysis to Supervisor. Works on project teams both within designated program areas and other HR program areas toward the end of enhancing statewide HR programs.

Typically requires a Bachelor’s Degree and 1-3 years of experience.

Human Resources Analyst III

Seasoned Human Resources professional accountable for performing highly specialized work in developing plans for the implementation of actions associated with the designated statewide program and consulting and partnering with agency HR staff on matters related to designated program area and provides value added advice. Works on project teams both within designated program areas and other HR program areas toward the end of enhancing statewide HR programs and advising agencies on a broad range of HR issues. Responsible for producing key reports in designated program area that can be utilized as input for key HR policy decisions both in the Executive and Legislative branch of government. Positions at this level may direct the work or act as a lead worker but the emphasis is on expert knowledge in a specialized area.

Human Resources Analyst Team Lead

Human Resources supervisory position typically accountable for supervising a team of professionals providing HR consultative and advisory services in statewide program areas such as recruitment and selection, training and development, classification and compensation, benefits, employee engagement, HRIS, employee relations, or workforce planning. Assists in the development and management of statewide programs, policies, procedures, rules and action plans for implementation in designated areas. Also accountable for providing expert advice and counsel to agency HR staff in the field of the designated program areas and resolves agency issues in a manner which provides statewide consistency of practice.

Typically requires a Bachelor’s Degree and 3-5 years of experience.

Human Resources Analyst Supervisor

Human Resources management-level professional accountable for the development and management of one or more statewide human resources programs such as recruitment and selection, training and development, classification and compensation, benefits, employee engagement, HRIS, employee relations, or workforce planning. Accountable for developing programs, policies, procedures, rules and action plans for implementation of statewide programs and taking a leadership role in HR projects that have a statewide impact. Provides guidance and technical assistance to agency leadership on designated statewide programs.  Provide consistent policy advice on a statewide basis.

Typically requires a Bachelor’s Degree and 5-7 years of experience.
