Utility Regulatory Auditor I

This is professional utility audit work, accountable for regulatory auditing or financial analysis work. Responsible for evaluating and auditing utility financial data, researching cost trends, and standard production rates. Calculates electric, gas, sewer/water, and communication rates upon request. Resolves inquiries related to rate complaints. Interprets policy and regulations related to rates and tariffs. Assists in researching and analysis of the financial aspects of utility operation. Reviews and prepares case materials required in regulatory proceedings. Evaluates procedures and techniques of utility companies for regulatory related matters.

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Utility Regulatory Auditor II

This is a professional utility audit work, accountable for conducting audits of all sizes and types of utilities. Analyzes financial records, rate structure reports, and data gathered by utility companies. Reviews and prepares case materials required in regulatory proceedings. Evaluates procedures and techniques of utility companies for regulatory related matters. Assists other divisions in preparing reports and analysis; collaborates with outside entities to keep abreast of trends and practices. Employees at this level may serve as lead auditor on portions of audits or complete audits.

Typically requires a Bachelor’s Degree and 2-5 years of experience.

Utility Regulatory Auditor III

This is a seasoned utility audit work, responsible for providing technical supervision to auditors conducting investigations, preparing reports, and analyzing data related to public utility regulation. Delegates projects, trains employees, and ensures performance and compliance of regulations and policies. Monitors the investigations and research of rate variabilities based on economic factors, cost, and availability. Reviews and prepares case materials required in regulatory proceedings. Evaluates procedures and techniques of utility companies for regulatory related matters. May serve as audit team leader and mentor lower level professionals.

Typically requires a Bachelor’s Degree and 4-7 years of experience. Appointing authority may require licensure as a CPA.

Utility Regulatory Audit Team Lead

This is a management and supervisory work in which the incumbent coordinates ongoing utility audits and regulatory filings. Directs audit activities of utilities and continual monitoring of financial records and operations of utilities including gas, electric, sewer/water, and communications. Manages divisions through subordinate personnel and exercises final authority on standards, policies, and objectives. Evaluates utility rate cases filed and testifies before the Public Service Commission regarding regulatory proceedings. Reviews and prepares case materials required in regulatory proceedings. Evaluates procedures and techniques of utility companies for regulatory related matters.

Typically requires a Bachelor’s Degree and 5-8 years of experience, and 1-2 years of supervisory experience. Appointing authority may require licensure as a CPA.
