Jobs in this family examine, analyze, process, report on, and interpret accounting and other financial records. The jobs in this family install or advise on systems of recording costs or other financial and budgetary data, and analyze and ensure compliance with applicable rules, laws and regulations. Jobs may also carry out collections-related activities.

Accounting Technician I

First-level Accounting vocational position that calculates, records and maintains routine accounting information. At this level, employees record and process simple, single-step transactions, and check fiscal source documents to determine completeness, accuracy, and proper authorizations. Employees at this level have a basic knowledge of accounting procedures and are typically document oriented; tasks are clear-cut and directly related.

Typically requires a High School Diploma or high school equivalency and 0-1 years of experience.

Accounting Technician II

Second-level Accounting vocational position responsible for completing standard accounting tasks using established processes, procedures, and regulations. Employees at this level perform routine analysis and research and resolve problems and provide financial information. Job tasks may include producing routine financial reports using established formats and precedents.

Typically requires a High School Diploma or high school equivalency and 1-3 years of experience.

Accounting Technician III

Advanced Accounting vocational-level position responsible for maintaining specialized accounting record systems including resolving errors, balancing accounts and records, and preparing reports. Employees also may help lower level accounting staff solve technical problems. At this level, employees may monitor and give information about a variety of fiscal areas (e.g. grants, budgets, benefits, etc.) and may analyze transactions to determine if complex accounting entries are accurate. Also accountable for reviewing and processing complicated or contested transactions (e.g. Payroll, accounts receivable/payable, travel expenses, collections, etc.).

Typically requires a High School Diploma or high school equivalency and 3-5 years of experience.

Accountant I

First-level Accounting professional responsible for examining, accounting for, reconciling, analyzing, and interpreting standard accounting data and records. At this level, employees apply basic accounting theory and review fiscal transactions to ensure agency practices (e.g. Payroll, accounts payable/receivable, inventory, collections, etc.) are in accordance with general and government accounting practices and principles, and with agency policy and procedure. Employees at this level reconcile accounting reports and conduct basic or routine analysis of agency fiscal data (e.g. budget versus actual revenues). Work at this level is limited in complexity (e.g., relatively small number of fund types, revenue sources, cost centers, and cost allocations).

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Accountant II

Second-level Accounting professional responsible for examining, accounting for, reconciling, analyzing, and interpreting accounting data and records. At this level, employees apply professional and technical accounting knowledge to undertake analysis and interpretations of financial information and data in accordance with general and government accounting practices and principles. Accountable for working under the guidance or within the framework of established processes, systems, practices, and regulations and applying those to perform work, research information, and make evaluations and recommendations.

Typically requires a Bachelor’s Degree and 2-4 years of experience and/or appropriate certification.

Accountant III

Seasoned professional Accountant responsible for performing advanced professional accounting work that is wide in scope and complex. Employees at this level apply advanced accounting and financial theory to develop and implement Statewide accounting policies, procedures, and systems; ensure integrity, accuracy, and control of data; and control the expenditure of funds. At this level, employees have extensive knowledge in multiple processes, systems, practices that cross all relevant business areas and have Statewide impact. Work at this level requires working under the guidance of Statewide accounting policies and includes uniquely complex issues with many unknowns and significant risk to the State.

Typically requires a Bachelor’s Degree and 4-5 years of experience and/or appropriate certification.

Accounting Team Lead

First level accounting supervisor that participates in and oversees the work of vocational level accounting staff. At this level, employees also manage processes or programs within a small agency (e.g. Payroll), including the development, evaluation, and revision of accounting policies and procedures to meet required rules. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 5-6 years of experience.

Accounting Supervisor

Second-level Supervisor/Manager responsible for overseeing the work of Professional level accounting staff. Accountable for formulating fiscal policies and operating procedures to concur with laws, rules and regulations as well as Government Accounting Standards Board (GASB). Employees at this level prepare and administer programs and budgets for the agency or department in cooperation with the agency executive team or accounting supervisor. Accountable for receiving and resolving questions and problems presented by business partners, Federal government agencies, local governments, State agencies, executive staff and other employees.

Typically requires a Bachelor’s Degree and 6-7 years of experience.

Accounting Manager

Accounting Manager responsible for directing and managing all finance and accounting functions for a large, complex agency. Responsible for formulating fiscal policies and operating procedures to concur with laws, rules and regulations as well as Government Accounting Standards Board (GASB). At this level, employees prepare and administer program or agency budgets in cooperation with agency executive team. Employees at this level receive and resolve questions and problems presented by business partners, Federal government agencies, local governments, State agencies, executive staff, and other employees.

Typically requires a Bachelor’s Degree and 7-8 years of experience.
