Budget Officer I

First-level Budget position accountable for participating in preparing budgets and analyzing legislative and policy change budgetary impacts. These employees track financial information, analyze data to identify discrepancies or trends, forecast revenues and expenditures or calculate costs and benefits, and develop reports for management review. At this level, employees work under the guidance of higher level employees and establish basic record-keeping and tracking procedures.

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Budget Officer II

Second-level Budget position accountable for analyzing legislation, governing policy, administrative rules, fiscal policy actions, and performance standards within and for the State. At this level, budget employees review fiscal impact statements for legislative concepts and proposed legislation, identify needed changes and assist in developing recommendations, and assisting in developing proposals for statewide fiscal policies and program areas.

Typically requires a Bachelor’s Degree and 2-4 years of experience.

Budget Officer III

Seasoned Budget position within the State’s central budget office responsible for analyzing legislation, governing policy, administrative rules, fiscal policy actions, performance standards and operational strategies for State government. At this level, budget employees review fiscal impact statements for legislative concepts and proposed legislation; identify needed changes and develop recommendations; and assist in developing proposals for statewide fiscal policies and program areas. Work at this level requires the ability to analyze and prepare a balanced fiscal program for the Governor and ensure implementation of legislative approved programs and policies. Employees at this level may function as team leaders and direct the daily work of lower level employees.

Typically requires a Bachelor’s Degree and 3-5 years of experience.

Budget Officer Team Lead

Budget supervisor position located in the State’s central budget office accountable for the review of agency budgets and the statewide budget and overseeing budget professionals working within those programs. Supervises employees who are responsible for budget development within their assigned area and for reviewing, revising, and developing budget processes. Employees at this level present the budget to upper management. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 4-6 years of experience.
