Deputy Administrators - Tier I
Positions at this level manage resources and operations and achieve outcomes through the management of a diverse range of senior managers to ensure the delivery of services internally or externally for Tier I agencies. Operations for which they are accountable are broadly defined by statute, grant, or agency policy. The financial accountability is extensive within the overall scope of the agency. They are accountable for defining objectives, resource and organizational plans for the effective allocation and utilization of resources in the delivery of effective services. They typically manage multiple organizational units in the agency. They typically have regular interface with their peers in other agencies, the community served and the legislature. They are an active participant in the agency’s leadership team.

Deputy Director - Tier I
Based on the size, scope, and complexity of the agency and/or the high political and public profile and statewide impact of the mission and outcomes of the agency, positions at this level serve as Deputy Directors at Tier I agencies and provide management in terms of factors such as budget, employees, and programs/services. The focus of leadership in these agencies is strategic, “big picture,” has statewide impact, and the agencies which they lead have a major impact on the state in terms of resource allocation and the delivery of core business services.

Chief Deputy/Chief of Staff - Tier I
Based on the managerial and operational complexity of the agency, these positions fulfil the role of Deputy Agency Director or Chief of Staff at Tier I agencies and may be defined as the Key Excluded positions for their designated agency. At this level, the incumbents work closely with the Agency Director in the establishment of the overall agency goals, objectives, policies, and priorities. They may manage multiple organizational units that encompass the majority of the agency’s resources. They typically have regular interface with their peers in other agencies, the community served and the legislature.
