Statewide Procurement Technician

Vocational-level statewide procurement position accountable for assisting in performing routine duties involving contract development and analysis work for the state. Employees are accountable for submitting procurement information for review and approval, and analyzing contracts, Invitations for Bid, and Requests for Proposals for compliance with state regulations. Assists higher-level professional positions, working under general supervision and performing tasks using established methods and techniques.

Typically requires a High School Diploma or equivalent and 0-2 years of experience.

Statewide Procurement Analyst I

First-level Statewide Procurement professional position accountable for contract development and analysis work for the state. Employees are responsible for providing advice to agency procurement and contract personnel, and developing and analyzing contract proposals, bid documents, Invitations for Bid, and Requests for Proposals for compliance with state regulations. Responsibilities may include conducting surveys and accumulating statistical data relating to purchasing requirements and presenting procurement information to the Board for contract approval. Works under general supervision of a supervisor/manager. Employees maintain liaison with agency divisions, outside organizations, and the general public.

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Statewide Procurement Analyst II

Second-level Statewide Procurement professional position accountable for more complex contract development and analysis work for the state. Employees are responsible for providing consultation to agency procurement and contract personnel on contract corrections, deficiencies, errors, and areas of non-compliance; providing training to state agencies and/or other governmental entities on procurement; and the planning and administration of contracts. Responsibilities may include assisting state agencies in interpreting and adhering to state policies and procedures. Employees at this level typically have specialized technical skills and exercise a higher degree of decision making and independence.

Typically requires a Bachelor’s Degree and 2-4 years of experience.

Statewide Procurement Analyst III

Seasoned Statewide Procurement professional position accountable for highly complex contract development, analysis, and procurement work for the state. Employees are responsible for negotiating contracts with vendors and suppliers; preparing Invitations for Bid and/or Requests for Proposals; and presenting procurement information to the Board for contract approval. At this level, employees act as a lead worker accountable for training and monitoring the work of lower-level procurement staff.

Typically requires a Bachelor’s Degree and 4-7 years of experience.

Statewide Procurement Team Lead

Supervisory Statewide Procurement position responsible for the administration of statewide procurement and contract administration programs, including accountability for the work of all professional levels of work in this family. Employees are responsible for overseeing and monitoring procurement activities for compliance with applicable statutes, policies, and procedures, including reviewing, analyzing, and making recommendations for procurement specification standardization. Employees are accountable for making trend projections for all categories of equipment, supplies and/or services purchased. At this level, employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires employees to possess the knowledge and skills to perform and review the work overseen.
