Procurement Assistant I

This is the entry-level vocational procurement work. Incumbents assist in maintaining current and anticipated inventory usage and securing supplies. The work also involves assisting in interviewing vendors and state agency representatives to resolve purchasing matters. Incumbents assist in preparing purchase orders, invoices, requisitions, and vouchers; investigating current market prices and trends; and planning and administration of purchasing/contracts programs. Incumbents may also assist state agencies in initiating recommendations and procedures. Close supervision is received from purchasing agents or a supervisor/manager.

Typically requires High School Diploma or equivalent and 0-1 years of experience.

Procurement Assistant II

This is advanced-level vocational procurement work which involves purchasing materials, supplies, services, and equipment; maintaining and anticipating inventory usage and securing supplies; and interviewing vendors and state agency representatives to resolve purchasing matters. Incumbents work with purchasing orders, invoices, requisitions, and vouchers. Work also involves the direction and analysis of contract proposals and/or negotiations or the review and analysis of procurement information submitted by state agencies. The work may include responsibility for investigating current market prices and trends and the planning and administration of purchasing/contracts programs. Incumbents may also assist state agencies by initiating recommendations and procedures. Incumbents receive general supervision from a higher-level Analyst or other a supervisor/manager.

Typically requires High School Diploma or equivalent and 1-4 years of experience.

Procurement Officer I

This position is the entry-level of professional procurement work. Incumbents in this classification are responsible for all phases of a purchasing program and for retaining information for analyzing and preparing reports on current market prices. The work involves planning, developing, and maintaining modern, economical purchasing policies and procedures for the procurement of a wide variety and a large volume of materials, supplies, and equipment; and direction and analysis of contract proposals and negotiations and the review of a wide range of commodity items. The work also includes responsibility for investigation of current market prices and trends. Incumbents receive limited supervision from a supervisor/manager and may oversee work of lower-level procurement personnel.

Typically requires a Bachelor’s Degree and 0-3 years of experience.

Procurement Officer II

This is advanced-level professional procurement work. The incumbent is involved in directing a procurement program. Incumbents direct and analyze contract proposals and negotiations and review a wide range of commodity items. Work includes overseeing the purchasing of supplies and equipment, making payments, keeping records, checking inventories, and the use of the procurement card. Incumbents prepare special reports, telephone surveys, cost studies, and write specifications for equipment, furniture, supplies, and contracting for services. Incumbents have the authority to reject substandard shipments, but final authority on major insurance and contract negotiations for the purchase of extremely high-quality and technical items is generally reserved for the approval of a supervisor/manager. The incumbent is also responsible for investigating current market prices and trends; planning and administration of purchasing programs; training of subordinate staff members; coordinating staff activities; developing and implementing staff policies and procedures; and assisting state agencies. Incumbents initiate recommendations and procedures and receive limited supervision from a supervisor/manager. The incumbent oversees the work of lower-level Procurement Analysts and clerical personnel.

Typically requires a Bachelor’s Degree and 2-4 years of experience.

Procurement Team Leader

This is first-level supervisory/managerial procurement work with responsibility for planning and directing the procurement division. Incumbents are accountable for preparing and maintaining records of inventory of supplies and equipment; advertising for bids for major purchases; and analyzing and maintaining departmental purchasing regulations and procedures to obtain competitive bid prices. Work also includes professional contract development and/or analysis of contract proposals, contract documents, and bid documents, the development of invitations for bid and/or requests for proposals, and the development and administration of contracts. The incumbent reviews procurement information submitted by state agencies. The work includes responsibility for the planning and administration of complex contracts. Incumbents assist state agencies in interpreting and adhering to state policies and procedures. Incumbents in this level work independently or as a team manager. Incumbents possess knowledge of professional procurement principles and techniques, state and federal laws, and rules and regulations. Supervision is exercised over vocational subordinate procurement staff.

Typically requires High School Diploma or equivalent and 7-8 years of experience.

Procurement Supervisor

This is the senior-level supervisory/managerial procurement position. The incumbent is accountable for overseeing the procurement function for an agency. Employees are responsible for establishing statewide or agency procurement programs compatible with agency objectives and strategies. Employees at this level are responsible for setting a budget and ensuring the department operates within that budget. Incumbents are responsible for coordinating multiple resources, scheduling and prioritizing work, and supervising employees. Incumbents conduct investigations of flagrant or intentional violations of contracts and policies and have the authority to reject substandard shipments. It involves professional contract development and/or analysis work of complex contracts. Incumbents possess knowledge of professional procurement principles and techniques, state and federal laws, and rules and regulations.

Employee supervision includes hire recommendations, training, planning, and assigning work, performance assessment, coaching, and progressive discipline. Employees have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 4-6 years of experience.
