Defines systems scope, objectives, and functionality based on user input and understanding of business processes. Provides the basis for the design or modification of information systems through business analysis. Documents requirements. Typically is assigned work on more complex, larger and higher impact or risk projects and systems. Will typically design and devise more optimal systems and processes based on broader experience. May be responsible for post-implementation training.
Typically requires a Bachelor’s Degree and 6-10 years of relevant experience.

Information Technology Project Manager Team Lead
Supervisory position accountable for managing projects which are more complex in nature than a first level Project Manager. Typically has a project portfolio up to $5m. Responsible for project planning, overseeing activities of the project team, identifying appropriate resources needed and developing project plans, timelines and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with both business owners and managers in other IT functions. Manages lower-level project managers.
Typically requires a Bachelor’s Degree and 7-10 years of relevant IT experience. Incumbent often possesses specialized knowledge in an IT discipline.

Supervisory/managerial position accountable for managing projects which are complex in nature, frequently the most complex at an agency level or complex at a statewide enterprise level. Typically has a project portfolio in the range of $5m- $15m. Responsible for project planning, overseeing activities of the project team, identifying appropriate resources needed and developing project plans, timelines and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with both business owners and managers in other IT functions. Manages Project Managers and professional staff.
Typically requires a Bachelor’s Degree and 10+ years of relevant IT experience. Incumbent often possesses specialized knowledge in an IT discipline.
